MIA Water and Sewer Connection Project: Contractor
Currently, the Waverley complex has sewer and water tanks and they are filled/emptied 2-4 times a week depending on the activities. MIA is working towards city water and sewer connection. A preliminary design was completed by Sandbox Consulting who will also serve as the contract administrator. The Project is being managed by the Capital Project Committee.

Qualifications for Contractor: Commercial Water and Sewer Connection
1. Scope:
-
- Supply and install water and sewer main at Waverley Street as outlined in the drawings.
- Connect existing water service near cistern as per drawings.
- Connect sewer services as per the drawings.
- Supply and install manhole.
- Supply and install water meter.
- Remove existing sewer tank.
- Remove existing 4000 imp gallon cistern.
- Decommission existing high-level alarms and the old system.
- Landscape restoration with the topsoil and seed.
- Decommission old expansion tank and pump control panel within the mechanical room.
- Cistern pumps to be returned to the client.
- Provide total price excluding applicable taxes.
- MIA will propose to keep the excavated fill on site at a designated location within the 12 acres parcel. Provide an optional cost separately if MIA need to get the excavated material hauled away.
- Outline any exclusions not part of the price. If any worked is not clearly outlined in the exclusions, it is deemed to be included in the scope.
- The contractor will apply for the permit. Permit cost can be considered cash allowance.
- For Water Service: Pressure and Bacteriological to CoW Standards
For Sanitary Sewer: CCTV of completed installation and of the main connection to CoW Standards - The contractor will work through MIA contract administrator Sandbox Consulting.
- The contractor will provide work schedule with minimum disruption and coordinate the work to avoid traffic problems on Friday Jummahs.
- New watermain to tested and passed before connection to/and decommissioning of the existing service. The existing water shutdown time must be minimized and approved by MIA liaison 5 working days prior to commencing the work.
- Contractor must be listed as an approved contractor by the City of Winnipeg.
- Ensure the work comply with municipal, provincial and all other applicable regulations and codes.
- Mark utility lines and boundaries.
- Safely excavate to the required depth, following environmental guidelines.
- Implement safety barriers and signage around the work zone.
- Install backflow prevention devices as required by local codes.
- Conduct pressure tests on water/sewer lines to check for leaks and integrity.
- Perform smoke tests on sewer lines to identify leaks or obstructions.
- Schedule inspections with local authorities to verify compliance with all regulations.
- Properly backfill trenches with appropriate materials to avoid future settlement.
- Restore the site to its original condition, including landscaping and pavement repairs.
- Provide as-built drawings detailing the completed installation.
- Supply manuals for any installed equipment (e.g., pumps, backflow preventers).
- Submit a final project report summarizing the work completed, tests conducted, and any issues encountered.
- Minimum 1 year warranty for underground service installations against all defects related to construction and materials.
- Provide document outing maintenance plan.
- Follow environmental regulations to minimize impact during construction, including erosion control measures.
2. Licensing and Certifications:

- Must be registered as a approved Contractor with City of Winnipeg Water and Waste Department.
- Certification in backflow prevention and testing.
- Compliance with local, state, and federal regulations regarding water and sewer connections.
- COR certified.
- The contractor must be in good standing with BBB and companies’ office.
- The contractor must be free from default and criminal activities.
3. Experience:

- Minimum of [5] years of experience in commercial water and sewer installations.
- Demonstrate proven track record of successful projects similar in scope and complexity.
- Demonstrated experience working with municipal water and sewer authorities.
4. Technical Expertise:

- In-depth knowledge of plumbing codes, regulations, and industry best practices.
- Proficiency in using tools and equipment required for water and sewer installation.
- Familiarity with various piping materials (PVC, HDPE, ductile iron, etc.) and installation techniques.
5. Project Management Skills:

- Ability to manage multiple projects simultaneously while adhering to timelines and budgets.
- Strong organizational skills to oversee project logistics, including scheduling and subcontractor management.
- Effective communication with clients, regulatory agencies, and project stakeholders.
6. Safety Record:

- Demonstrated commitment to safety protocols and practices on job sites.
- WCB registration and record required for submission.
- Current safety training certifications (e.g., OSHA, CPR).
7. Insurance and Bonding:

- Proof of 1M liability insurance and workers’ compensation coverage.
- Ability to provide performance and payment bonds as required.
8. References:

- Submission of at least 2 client references from previous commercial projects.
- Contact information for at least two municipal or regulatory contacts for past projects.
9. Financial Stability:

- Evidence of financial stability and capacity to handle project costs, including bonding capacity.
